What happened
Anthropic published a guest post describing BootLoops, a computational harness that reproduced 15 known elliptic Feynman integrals and solved 15 new ones. The same system found Panama forest species turnover 4.5x faster than neutral theory and scanned 5.7 billion mutation pairs. Separately, Senators Hawley and Murphy announced a bipartisan AI Agent Accountability Act creating civil and criminal liability for certain hacking by AI agents, while OpenAI parted ways with three safety researchers over alleged information sharing.
Why it matters
This illustrates what I call the Dual Track Problem. Breakthroughs in capability and breakthroughs in governance move at radically different speeds, yet both determine whether a technology actually benefits society. BootLoops demonstrates that AI can accelerate scientific discovery across unrelated fields, but the AI Agent Accountability Act demonstrates that legal frameworks must be built concurrently. The lesson: technical capability without commensurate accountability architecture is not progress. It is velocity without a steering wheel.
